When CIA super-agent Kevin Pope is killed just before completing a mission to keep a rogue nuclear weapon off of the black market, his long-lost identical twin brother must be enlisted to take him place. Gaylord Oakes (Hopkins) is the CIA agent who is given the unenviable task of hiring and recruiting the reluctant twin brother before disaster strikes.
